    Unless its a private car park, in which case just ignore any paperwork and file in a deep dank drawer with all the rest of the bills you don't like.

    The article is helpful but I have a question about how visible the signs are meant to be...

    I parked in a marked street bay but there were no visible signs around suggesting parking was restricted (I parked after 8pm). I now have a PCN and the council rejected my first appeal which I based on inadequate signage. They emailed me the pictures and the sign is a small 'no loading' sign strapped to a lamp post at the bottom of the road about 50 metres away and was obscured by building materials anyway. Thing is, the sign isn't visible in the pictures of my car and 5 other drivers were also ticketed on the same night!

    They've told me i can either pay the £35 fine or I can appeal but if I fail I will have to pay £70 which I definitely can't afford.

    Would really appreciate advice as signage requirements are not covered in original article

    Read the FAQs 'read this first' and a few threads so you can see the sort of thing to post. They will need to see scans or pics of the front & back of the PCN, and the whole text of the rejection letter (minus ID details), also pics of the lines and signs. Start your own thread over there and include all pics hosted on tinypic (their preferred method as per their FAQs).

    Seeing as Councils almost always reject informal appeals it's not surprising yours was rejected. It's just a question of whether you have a strong enough appeal to continue - pepipoo posters will advise you.

    I have just recieved my first ever Fixed Penalt Notice for parking in a permit holders street.

    I have parked in the area MANY times before and the permit holders is new in this area (must only be around for a month)

    Any how I didnt notice that it was a permit holders only, there was not a single sign on the actual street that I parked on!

    On further investigation the only place that I could find a sign was at the entrance of the 1st street that I use to get to the street that I actually parked on (It read permit holders parking and a letter and number)

    The sign was very high up on a busy junction so therefor I was paying attention to the traffic rather than a not-obvious permit sign.

    Can anyone advise if the council have to have signs on every street advising if it is permit holders? I am so upset as I never would have parked somewhere that I was not allowed to! I was only treating my daughter to a few hours at the park, I cant afford a 30 fine and I want to appeal as I dont think the fine is fair.....but I REALLY cant afford a 60 fine so if I am in the wrong I guess that I will just have to raid my savings!

    I have taken pics of where my car is parked and also the street (showing that there was no indication of permit holders only) will this help my case?

    Are you sure it's a Fixed Penaalty Notice (usually issued by the police) and not a Penalty Charge Notice (issued by the council)?

    Sounds like a Controlled Parking Zone, which only needs signs at every entrance to the zone, not on every street within the zone.

    Post both sides of the ticket (minus personal details) and the photos of the bay etc.
  • Yes it is def a fixed Penalty Notice.

    Have looked at the picture that I took of the sign and it says Permit Holders Parking only then another 3 words that I cant make out and then 8am-8pm

    There was only the one sign on 1 side of the road as you entered the estate, but as you enter the road that I parked on there was not a sign, it is not 1 way but it is less than 5metres wide.

    Scan/copy/photo ticket, host it on tinypic and copy the url. Paste the url into a post and remove the http:// bit.

    Hi there, I am looking for some advice on a PCN I received a couple of months ago.

    I got the PCN on the 9th March and made an informal appeal via email to the Council on the 11th March.

    I hadnt heard anything back form the Council to this email until today when i got a letter from them in the post.

    They say that they consider that the PCN was correctly issued and have given reasons for this. They then say that they are prepared to accept payment for a discounted amount if payment is received within 14 days. However, they dont mention what would happen if I dont make the payment and do not say anything regarding making a formal appeal. Nowhere is the term "Notice to Owner" given.

    Two things then. Can the Council request this payment given the length of time (about 71 days I make it) between making my informal appeal and sending me this letter? Secondly, given the content of their letter, does it hold any authority given it does not appear to be what should be included in a Notice to Owner response to an informal appeal - i.e. nothing about what would happen if no payment is received and nothing about making a appeal?

    Any advice greatly appreciated.

    There is no such thing, they are two distinct things, they have up to six months to issue the NTO.


    Did their rejection actually address your informal appeal points properly.

    It would help if you posted up pictures of the documents.
