    Going back to Katy/goldrush1984's query (it would be much easier if everyone started their own theads as you're meant to!) I found this index on pepipoo:

    It says why the within wording on the back of a Council PCN is wrong & 'appealable'.

    And here's a thread showing the argument I mentioned above, about a PCN not stating everything needed under gen reg 3(2)(b). It's very common to see this on pepipoo at the moment - and certainly worth including - but read the PCN back carefully and compare it to what it SHOULD say as shown in J Edgar's post here. It may not all be missing from your PCN, that's up to you to check:

    Just seen that you have posted on pepipoo so stay over there for advice about appealing.

    I suspect you'll get a rejection at first - so don't be surprised! But then you can appeal formally once you receive a Notice to Owner, then you can go to the adjudicator if you think you have a good appeal.

    Let us know what happens in the end.:)

    Well if you've appealed following a PCN then you have informally appealed.

    Their Notice of Rejection (NoR) should arrive shortly. Not being funny but very few Councils will fold at the informal stage so an NoR is to be expected at this stage even if your appeal was great. You can make more informal reps up until you receive the Notice to Owner and the Council must consider them as well.

    The Council have up to 6 months to issue a Notice to Owner (NTO) - which gives the owner a formal chance to appeal. I think the reason for the 2 stages is because the first informal appeal to a PCN can come from the driver - without the owner even knowing about the PCN at the stage.

    The NTO then tells the owner about the PCN, contravention and fine and gives them the right to make formal representations.

    MOST Council PCNs can be successfully appealed at NTO stage if you post on pepipoo for help, maybe once you get your rejection letter. But start a new thread over there, don't post on another thread:

  • My wife returned to our car and found a PCN envelope attached to the windscreen.

    However, no ticket was inside. She rang the council and was told that a ticket was issued, however she hasnt received it.

    I understand the law has changed and a ticket no longer has to be attached to the car, but is there anyway tha would make this invalid? Do the council have to send a ticket out? Does my wife ringing them nullify any actions they have to take?

    Can anyone help!

    Wait and see if the Council issue a Notice to Owner, then post a pic of it on a new thread on here and on pepipoo.com:

    The Council have 6 months to issue a NTO and then you can formally appeal.

    You could also informally appeal now if you want to but as you didn't actually get a PCN, only an envelope, personally I would wait for the NTO and use the 'no PCN' as part of my appeal - along with anything else pepipoo can give to get off the whole fine. :D

    Do post over there, your best bet is a clever appeal. But read the FAQs first and post on a new thread. You could register and post there now if you want of course, to see what their advice is at this point.

    Yes, but yours is from a private company and not the council, so it's not a parking ticket, as such.

    Read all of the bumph on here about private parking tickets, and then ignore it (the ticket, not the advice!).

    If its a council one then yes, if its a police one then probably not, if its a private parking one then it doesn't matter whether they have the correct date or not.

    If a council PCN has been issued but the location section has the incorrect street on it is it void.
