    It may be one point of appeal, yes, as you could say 'the contravention did not occur'.

    But you may well have other points of appeal as well that you haven't even thought of! Why not post a pic of the front and back of your PCN on a new thread on pepipoo.com (don't add a question by replying to someone else's thread as this is extremely confusing, just register and start a new one):

    They will need to see all pages, all small-print, of any letters and your PCN (just blank out the personal/car ID details and PCN number). Also pics of the bay and signs/lines where you parked, in case they are flawed too. Read the pepipoo FAQs first, including 'READ THIS FIRST' and 'how to post pictures'.

    You'd be surprised, there's usually several points to appeal on, and pepipoo get most posters off their Council PCNs. It's free to register and is a genuine, knowledgeable advice forum about parking tickets.

    Thank you for that i will, i have also looked at the ticket and it has been issued by Manchester city council even though it was in a Stockport Council area. (The road changes it name and council half way down so not sure if Manchester city council have any right to issue parking fines in stockport council areas????)

    Do as C.M says and put this across on pepipoo as there are more people able to give a wider range of advice.

    Wrong location is fatal to the PCN.

    Issuing a PCN in another authorities road even more so. Check the boundary.
    Once sure write a simple informal appeal, if this is a Regulation 9 PCN, based on these two facts.
    if they fail to cancel at this stage then await the NTO.
    If this is a regulation 10 PCN then the appeal will be the formal one as a Regulation 10 PCN also acts as the NTO. I would still base the appeal on those two simple facts if it is a Regulation 10 PCN.

    We have a problem with some parking tickets.

    Last year I was in hospital having a baby when my husband got 4 parking tickets. He had a valid permit but it had fallen off. He appealed but it was rejected. In the meantime we had moved house but the appeals were lodged at our new address.

    He was redundant at the ti
    E so he asked to spread payment but didn't get a reply.

    However Ealing council instructed bailiffs at our OLD address. The bailiffs have finally caught up but the costs are huge as they had several visits to the wrong address.

    He filed an out of time witness statement but that has also been refused.

    It is running to well over 1000.
