It's an enormous online community enabling people to give away stuff they don't need to a good home, and hopefully taking advantage of other people's surplus stuff. It's divided into local groups so that givers and takers can meet up and exchange the goods - the UK groups are operated by Yahoo emailing lists. In the spirit of the scheme you're asked not to post a "Wanted" ad until you've already offered something of your own.
