Unfortunately, you are right, there are still a lot of drivers out there who don't understand that it is all a scam. But what you can do is to pass the word along- tell all of your friends, and tell them to tell all of THEIR friends... eventually the scum will get put out of business....0

You have effectively breached the terms of a contract. Under civil law, the redress for breach of contract is limited to liquidated damages. In a free car park, this is zero.
You legally owe them the actual financial losses they incurred as a result of you parking for longer than you should have. Which is zero.Je Suis Cecil.0 -
Civil Enforcement are not a bogus firm, however they do not have the statutory authority to fine anyone. That is reserved for courts, councils (under limited circumstances - parking tickets, basically), the police (again limited circumstances, fixed penalty notices) and Transport for London. That's it.
What firms like Civil Enforcement send out are not fines, they are invoices inviting (note, inviting, not ordering) you to pay a charge for breaching the terms and conditions of a contract formed when the driver of the car read the signs in the car park. That's provided that the signs are prominently displayed and correctly worded. A lot aren't.
Even if that happens then Civil Enforcement limited can only legally do the following:
1. Pursue the driver. They will write to the registered keeper and try to imply that they are liable for their 'charge' but in truth only the driver could have seen the signs and hence formed the contract. The registered keeper might have been the driver but Civil Enforcement have no idea unless the driver writes back and admits this.
2. They can only claim for liquidated damages - this is their actual financial loss caused by the driver breaching the terms and conditions. In a free car park this is zero. In a pay and display car park it is whatever the parking fees are for however long the driver outstayed their welcome.
So, the invoice 'inviting' you to pay, if it is for any amount other than what I've specified above is completely unenforceable and wouldn't last five minutes in a court of law.

You're in a minority of one then Manx. Look at his post, I think it is still preserved somewhere as a quote. A very typical "you'd better not mess with these PPCs they mean business" type of rubbish we get from the trolls. Also note he was not asking for help or advice, and that he signed up six weeks earlier. There have been a few people on who were suspected of being fakes, but weren't; this guy defo was fake right down to pirating two threads, not one, and turning aggressive when called. And this highly aggressive person wanted us to believe he was such a mouse that he would sooner pay up £75 than have any unpleasantness? Yeah, right!0

I was just giving him the benefit of the doubt.
Perky usually comes back with reasons why PPC tickets are legit (even if his reasons are always wrong). And normally he will hijack threads about any or all PPCs. This guy only picked two threads about the same PPC - presumably the one he received a ticket from? He only got angry when we all started calling him a troll and questioning his english language skills.
I dunno, I'm probably being kind, and maybe he was a troll, but I don't think it was Perky, not his MO.Je Suis Cecil.0
