Have they just changed names or has the Company Number changed ?
according to the newspaper its
Civil Enforcement Ltd, changed its name to Creative Parking Solutions that motorists again received tickets from the end of June.
and on the CPS website its
Creative Parking Solutions Plc. Company Registered in England.
Registration Number 06854331. Registered Office 5 Percy Street, London, W1T 1DE
so one would think soExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0 -
Having checked on the Companies House website it is apparent that it is not a change of name but a new company. Civil Enforcement Ltd is Company Number 05645677.
Name & Registered Office:
CIVIL ENFORCEMENT LTD
HORTON HOUSE
EXCHANGE FLAGS
LIVERPOOL
MERSEYSIDE
L2 3PF
Company No. 05645677
It is the Company Number which denotes the 'legal entity'.
As such the new Company, Creative Parking Solutions, has no right of action whatsoever for any 'invoices' issued by Civil Enforcement Ltd absent a Letter of Assignment as per the Law of Property Act. Such a letter will never be forthcoming.
I would suggest that anyone who receives letters Creative Parking Solutions attempting to follow up on a Civil Enforcement Ltd 'case' absent a Letter of Assignment (which will be every instance) has a very strong case to report them for Fraud.

For completeness the filed documents for Creative Parking Solutions and Civil Enforcement Ltd should be obtained from Companies House.0 -
The following extract (aimed at retailers) from the glossy website of Creative Parking Solutions should bring on a wry smile:
Of course, the most important thing is ensuring that customers benefit from the same high levels of customer service in your car park as they receive inside your store. We understand that your customers are as important to you as our clients are to us. We understand that parking enforcement is less important than customer loyalty and that you need the flexibility to cancel a ticket or stop it being produced.
Nice one Gary, shame you don't practice what you preach, but then again it comes as no surprise. Scam the client as well as the motorist eh?0 -
And, of course, being a PPC they cannot "enforce" anything,What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

8 months later and I think they've finally given up. No threatening letters for a good 2 months now.
In total, I think I received 6 letters demanding payment, all of which I've ignored.
So stick with it, don't be bullied into paying these carpark cowboys.0 -
I'm so glad I've found these posts.
After taking my granddaughter to her friends 5th birthday party at our local Macdonalds in the village I was completely dismayed to receive an enforcement notice through the post a couple of weeks later from Civil Enforcement Ltd. The letter was requesting a payment be made of £60 within 14 days otherwise we would be fined £120. I had no idea what this was regarding and it gave me rather a fright. I'm in my late 60's and have never parked illegally in my life! Needless to say I got straight on the telephone to Macdonalds and the Manager told me it had nothing to do with them and that it was a private company enforcing these parking fines.
I'm sorry, but if I'm parking in the Macdonalds restaurants car park then they should be making their customers well aware of the penalties facing them if they overstay their welcome. The staff clearly knew we had been parked longer than we were permitted however were more than happy for us to stay and take the money from the birthday girls 20+ guests!!
I had no idea, neither did the other parents/grandparents (each of whom also received a notice!) there was a time limit for parking in their car park.
Having gone back to the restaurant to speak with the Manager I was shown 2 very small signs on rather large poles, not at all at eye level, stating that there was a parking time limit.
It has now been a month since ignoring the first letter, I've just received a second stating I now own them £120 otherwise my credit rating will be affected if payment is not made within 7 days! Apparently the bailiffs will be sent to recover the amounts due! I wait with bated breath!
I will keep you updated with my progress and hopefully other law abiding citizens are not duped by this despicable operation.0 -

Yes you are well correct dont pay them a thing and please let all the other parents know aswell0 -
Tell the other parents the tickets are a scam which was exposed on Watchdog in May this year (their example was a MacDonalds car park private ticket so very similar to you):
http://www.youtube.com/watch?v=XAIcdi9niHA
Let the kids make paper aeroplanes from all those tickets!
ANY private parking ticket is a scam. Only take seriously a ticket from a Council or from the Police, simple as that.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
