And they even have fancy names such as "Civil Enforcement" (pretending to be a local authority) or "CPS" (Crown Prosecution Service) to try and fool you into believing they are official bodies.
What part of "A whop bop-a-lu a whop bam boo" don't you understand?

We haven't got good old BFG back under another name have we? The posts are very similar and just as useful.
I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.

The thought had also crossed my mind.

Oopsadaisy - this whole 'fake PCN and threats of CCjs' industries is a shocking scam. People are being conned into thinking these so-called PCNs are legit when they mean diddly-squat and you know it! I use the word scam about this rip-off all the time, and stand by it.

Clamping is worse because they are brainless heavies carrying out a legalised protection racket which cannot be so easily swatted away as hopeless begging letters.

By the way, Oopsadaisy, did you get one of those jobs at VCS/Excel then?!

of course its a scam, they threaten you with court and say that it will effect your credit file etc, they try to scare you into paying, and try to word their tickets in such a way to look like a council pcn, in fact they also call it a pcn as well. Their tickets have no basis in law, so imo a scam.

I agree, but to be pedantic they don't actually lie in the letters, do they??

They use words/phrases like may, might, will consider, could affect, could result in, if successful, upon being awarded, etc.

There's no law against calling it a pcn [afaicr], etc.

    So it's not illegal...just naughty.

Being pedantic, yes they and their agents do lie about the legal position. Here are a couple of Rossendales examples with classic threats, no 'may' about it:

    http://forums.pepipoo.com/index.php?showtopic=38314&st=20&p=368155&#entry368155

    http://forums.pepipoo.com/index.php?showtopic=38314&st=0&p=353445&#entry353445

Then here's another thread from pepipoo forums showing how the Roxburghe/Graham White standard letter scam works, with Roxburghe employees passing themselves off as Graham White Solicitors (GW) in letters and phone calls:

    http://forums.pepipoo.com/index.php?showtopic=52809

Those examples took about a minute to find, of course there are loads of other examples if you care to look.

Then there's the PCNs that are almost carbon copies of real PCNs right down to the typeface/ codes/headings, references to irrelevant Acts and using exactly the same appeal wording as Councils.

Then there are the debt collectors with their breaches of the Protection from Harassment Act and the Consumer Protection from Unfair Trading regs...

Then there is the PPC who are using Barclays Bank's VAT number...

Then there are the clampers who insist on wodges of cash and don't show VAT on the receipt...

Then there are the websites with their claims to issue PCNs under the Road Traffic Acts, etc...

Then there are the clampers who hide their sign behind their van, lay in wait and clamp people who are delivering something or just doing a U-turn etc. Illegal? Well the Judge in Portsmouth thought so when he found them guilty of several counts of blackmail...

Then there were the clampers in Wolverhampton and Birmingham who were both recently jailed...

    Enough already? :)

  • Hi posted a query 12/7 re Civil Enforcement Ltd and decided that I would take your advice and ignore all correspondence. Unfortunately Newlyn Debt Agency contacted me by telephone today, my daughter took the call and they gave her a number to call and a reference number (they didn't tell my daughter who it was). When I called back and got a message saying it was Newlyn I ended the call. Has anyone else had anything like this. Is there any way I can stop these calls. I dont want to speak to them as I don't want to get into any discussions regarding the above company or parking ticket.

    Any suggestions would be good

Just put the phone down. If they persist tell them you will be reporting them for harassment.

  • Over a 3 month period I received a total of six letters each more threatening, each demanding more money, thanks to forums such as this I 'toughed' it out, simply ignoring them, guess what? not a dickybird since

Well done :) keep ignoring the scammers if they write again!
Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?
