Mine seems to of been processed as a complaint:
After careful review, we have concluded our investigation of the Buyer
    Complaint described below.

We have decided in your favour, however, we were unable to recover any
funds from the seller's account. As stated in the PayPal User Agreement,

recovery of funds associated with a Buyer Complaint cannot be guaranteed.

To be honest I don't remember seeing any option to choose what type of claim I was making, maybe there is a link on ebay or something I should of gone through?

I have contacted paypal through their website, hopefully I will get a real person to talk to. Anyone have any tips on email addressed etc?

    Thanks

If paypal are anything like ebay when replying to emails you could be waiting days,

    maybe telephone them 08707 307 191

    or the Dublin Help Centre 44 353 1 436 9004

Have available your telephone number and your email address

Also the last 4 digits of your credit card or bank account number registered with paypal

Apparently if you ask for agent when proceeding through the telephone prompts you will eventually speak to one

No, you dont 'normaly have to have a highstreet shop' - a quick search of the internet shows that. Distributors will normally sell to anyone who can pay the minimum order value.

And what is a 'retail license'?

I sell over £500K a year of goods from a residential address. It doesnt mean anything. In this case it might have been a fraud but small businesses often sell from residential addresses so you cant draw any conclusions from that.

Glad to see people are getting somewhere with this.
And to defend the OP you are correct in terms of selling pushchairs - you have to have retail premises to sell maclaren, silver cross, mamas & papas etc. You have to display all models for the public to see. Those companies also do NOT sell to wholesalers. If you are in any doubt then contact these companies in future and check if the retailer is a stockist which I think the OP did and the result was not.
This does not apply to all things being sold, and yes thousands of people trade from home, all legally. This is not the case with pushchairs.
  • I had my email from Paypal, they've found in my favour, but due to there being no funds in the seller's account, they can't give me my money back and are closing the case!!!!!!!! I'm incredibly upset/angry... why have *I* not got my money back when so many others have?!?!?!

I'm off to my bank today (Halifax) to see what they can do. Can someone tell me what I have to ask them for (i.e.: Do I have to ask them for a chargeback against Paypal, or...?)? I'm determined to get my money back one way or another!

Many thanks to everyone for your help!

We are on the phone now...in a queue, but thats what we asked for, a chargeback from paypal. Paypal told us to rind the bank, then the bank claim it from paypal. Beaware that people in the bank probably wont know what chargeback is!! Ask for a number for the debit card help line. At TSB they seem to know what it means but people in the bank didn't!
Will let you know what happens after the phone call....very long queue!!

  • We have just been told by the bank that they will send a form out that we have to sign and then the money will be released!! It sounds tooo easy, but obviously, as its claiming from paypal the paper work goes through easier. I will wait for the cash from the bank before celebrating!! But I am feeling a bit happier....if I dare!

That's brilliant news, congratulations! I hope your bank pay out as they've said they will now!

I've found a helpline number for Halifax on their website, so I'm going to call that and ask for a Visa helpline number. Hopefully they too will have the same sort of procedure and I'll be able to get my money back.

Did your bank say there would be a waiting period between you making your claim and getting your money?

we had to wait 30 days from paying, but we rang them last week and they logged all the details then so it was ready to go today.

  • So I called Halifax this morning, told them what had happened. The lady was very helpful and said she'd fill out the claim for a chargeback against Paypal for me, but she said it wasn't gauranteed to get me the money back. She said it was odd that Paypal hadn't paid out, as their buyer protection should've covered me, so she recommended I call them and see if they would give me my money back, then if I had no luck, she would fill in the forms for me. So, called Paypal, spent five mins trying to get through to a real person. Eventually got through to someone, could hardly understand what he was saying, kept having to ask him "pardon?!" He did say that the claims dept had made a mistake and that I WAS covered by buyer protection and WILL be getting my money back in full. He said I should get an email within the next two days saying when I'll get the money.

My internet connection's been down this morning, only just got on and checked my Paypal account. It says that:

    Status

We were able to recover £99.99 GBP from the seller and processed a refund to you.
    What happens next
We're working with the seller to recover the rest of your refund. We'll let you know when the seller is able to full refund your payment.

So does this mean that I'm getting it back? To be honest, I'll only truly believe it when I see it.

For future reference, can someone tell me if there's an easier way to get through to a human being if I have to call Paypal again?

    Many thanks!
  • I'm not sure if this helps but my friend got a buggy from the friday-ad papers. I had a look and they've got some great strollers at some pretty reasonable prices, not sure how old some of the models are but they've got a QUEST for £60
