i heard they are being removed soon.i actually live in Salisbury but frequently visit there and they were a pain in the buttocks(im still bitter about getting caught speeding recently!).oh well,maybe the idea will spread accross the country...0

I too have been conned by discount buggies. At first they sounded ok, replying to emails confirming colour of the maclaren buggy I'd ordered. It then came to day 20 and I thought I'd email to ask them to let me know when buggy would be dispatched. No reply suprise suprise. Then came across this thread. Never had any probs buying off ebay before but will be very cautious in future. Filed dispute and claim with paypal who today replied saying that it's in my favour but they can't recover funds due to the fact the seller has no funds in account. I paid £65 which is a lot of money for me to lose at the mo with 2 children and xmas fast approaching.
What happens now. I paid with paypal and they're supposed to offer protection. I just want my money back. This is so unfair. How can people get away with this. It needs to go on watchdog and then maybe it'll make others be more cautious when buying on ebay. I'm so pi&&ed off.
I've emailed the hillingdon police address that was posted on here and had a reply saying they will pass to crime management team but this doesn't really make me feel better as I just want my money back.0 -

bbbag06, you should get a full refund if you paid with paypal, all buyers on here have all been refunded, you need to give the claim so many days till it is resolved. How many days ago did you put in a claim to paypal ?0 -

looking back through the postings it seems everyone who has recieved an email saying the dispute has been found in their favour has recieved the money back EXCEPT Ivoops who got £150 of £325 back and me who got NONE of the £325 back!!!! Anyone want to do a whip round...... that news is quite depressing!(

It looks like they have no money in there account (I think correct me if i am wrong) And paypal have no money to pass onto you and there account is most probably in negative balance.
I would get in contact with the bank ASAP and ask for a refund. If it a visa credit/debit card you can still claim the money back, Your covered if paypal fails!
Paypal are useless when it comes to money, they dont like forking out. I have had so many problems with schuch but i just get the same response! They will only take notice of you when your bank does a chargeback :P0 -

In this instance how would you think it would have been better to pay then? Personally I can't think of any other system that would have got 90% of the buyers a refund
The old rules on paypal did have the basic paypal protection on some auctions of £150 and as I stated waaay back on this list would not guaranatee the full money back, that was what I was worried about all along. New rules mean that lower protection will not apply in future, so although it doesn't help some of the buyers here it does mean that paypal will be safer in future.
For anyone that hasn't yet had a fullr efund, keep on at paypal, be persistent use their complaints sytstem and don't let it drop. It said the aim would be to refund the customer.

Paypal offers more protection than other online payment systems because the company has both an internal disputes system for purchases worth up to £500 and a charge-back "safety net" arrangement where valid claims are made by credit and debit card issuers

(And there is other stuff) after reading this we rang paypal about chargeback. we were told to go to our bank. The bank then claim money from paypal and give it to us. (then paypal claim off bad man through baliffs if they find him!!) We rang the banks debit card helpline (Its best to ask for this number at your bank as they seem to know what chargeback is. But the ones in reception didn't!) and informed them we wanted to claim a chargeback and paypal had told us to get in touch with the bank. (explained the swindle, dispute in our favour, and no money in his account bit etc) but were told we had to wait 30days from purchase. This will be Monday for us so we will have more info then. The bank seemed to know what we were going on about, and it sounded quite simple process!! They did take all our details so on Monday it will be all there on the computer, in theory!! We are with TsB if anyone else is, if you want the number I have it. I also have loads of quotes and info i've found if I need to fight them!!!

We have reviewed your account and would like to advise you that case was found in your favour. However, the seller did not have enough funds to complete the refund. Please be aware that, although the claim is closed, the dispute has been noted in the sellers account records, and the seller will need to complete the refund to you they wish to continue using PayPal.
Please let me know if you need further assistance.
Looks like charge back is the way forward from here, rubbish or wot !! Won't be using paypal in a hurry again.

For those of you who "purchased" the buggies/prams through an ebay listing, by placing a bid and succeeded in being the winning bidder at end of auction or used the buy it now, as far as I am aware as long as you paid to the email address which was given on the ebay listing, you are entitled to a refund of at least what was shown on the listing at that time.
(I believe the protection shown on the ebay listing was £150 although some who have posted here have stated that even though they paid before the new policy came into place they have had full refunds ie£350)
If you paid to another email address at the request of the seller you would have lost your paypal buyer protection and the claim would be dealt with using the buyer complaint policy and if the seller had no funds in their account you would not get any money back
Several months ago paypal were processing some ebay related claims using the wrong policy, ie the buyer complaint policy instead of the buyer protection policy, perhaps they have had a relapse.
The paypal buyer complaint policy is used when a buyers buys an item from elsewhere, not ebay, and getting any money back is not guaranteed

PayPal Buyer Protection
13.5 What are the eligibility requirements for PayPal Buyer Protection?
You must meet all of these requirements to be eligible for a payment under PayPal Buyer Protection:- Use PayPal to purchase an eligible item on eBay.
- Pay the full amount of the eligible item in one payment. Items purchased with multiple payments – like a deposit followed by a final payment – are not eligible.
- Send the payment to the seller through:
- The eBay “Pay Now” button or the eBay invoice, or
- The “Send Money” button of your PayPal account by selecting “eBay Item” and entering your eBay User ID and the eBay item number.
- Open a Dispute within 45 days of the date you sent the payment and follow the online dispute resolution process described below under “Dispute Resolution.”
- Keep your PayPal account in good standing.
If you see the eBay.co.uk buyer protection message and if PayPal determines a Claim in your favour, PayPal will reimburse you the full purchase price of the item and original shipping costs only.
PayPal Buyer Complaint Policy
13.10 What is the PayPal Buyer Complaint Policy?
The PayPal Buyer Complaint Policy is a process to help you resolve a problem with a seller through the PayPal Resolution Centre for purchases that are not eligible for PayPal Buyer Protection. It is similar to PayPal Buyer Protection in that it enables buyers to file a Dispute for an Item Not Received (INR) or for an item Significantly Not as Described (SNAD). However, recovery of any amounts is not guaranteed and is limited to the amounts that PayPal can recover from the seller’s Account, even if it finds in your favour.
