I'm sure I remember reading on here that if a car is written off very shortly after purchase, (< 2 weeks), the purchase price is deemed to be the market value - is this correct?

Ford Ka Heater Cold Only!
We have a 2001 Ford Ka and the blower works ok but it only blows cold air, even when the engine has warmed up. Does anyone have any idea what could be causing this and if there is a cheap solution?
