Power cut.

Today in the post they are offering me the option to pay one year's power bill in advance and get a 5% discount on their standard monthly direct debit prices. Moving in house, advice needed
we are moving into our new house friday. the gas and electric has been turned off (its repo). do we simply need to ring a gas and electric supplier to arrange being reconnected. If so will this cost or do we simply need to read the meters etc. Any idea's who will be cheapest (we will be low use - medium use).
