refunds

Hi ya I'm single and live in a small flat my electric bills were quite high £1086 for the year. I found out that the control for the water heater was not working on off peak only on boost. What I would like to ask is can I claim back some of what I paid from my housing association, has anyone else had this problem and were they able to get a refund

    Firstly if you look on this forum you will see lots of post from people in all electic houses and flats and £1000-1500 for a flat does not seem OTT. In terms fo your water heater not coming on at the correct time,did you every report to the HA that you have no hot water in the morning? Suspect that if you have never reported any kind of fault then they cant be held responsible or liable.
