Mass PCN's from VCS in Sheffield

Hi,
I've had a look around the FAQ's and other information available and a lot if it seems to relate to retail carparks, so thought I'd try and ask my question here instead.
Every resident's permit for the carpark in which we have allocated spaces expired the other day low and behold the morning after about 15 cars all had tickets.
It seemed ridiculous they'd come around the morning after and ticketed everyone, but I did get a letter about renewing the permit about a month earlier that I never opened, so I thought that really, that's my own stupid fault, and I was going to pay the fine, as well as send off the letter to get my new permit.
The very next morning however I come out to my car again to find it had been ticketed for a second time. Which to me just seems utterly ridiculous and unfair. Obviously the first ticket, I've admitted that's fair enough, but what am I supposed to do until I get my new permit? Just keep getting ticketed every day until then?
Surely appealing the second ticket and any others that follow, and paying up for the first one should be acceptable?

The victims of theses scams are always the residents and the new permit random letters are feeding time for the sharks.
They move from one to the next with periodical expiring permits.
I suggest you call a meeting to discus sacking the management agents under RTM legalisation as agenda for exposing the people they are supposed to manage to a parking scam.

This is intolerable. YI would raise hell with the MA. Is there a Residents' Association,? If so call an EGM and pass a no confidence motion heavily criticising the MA, for introducing a company which thinks it is ok to harass occupants. Demand that it is dismissed immediately, send it to the landlord, The Housing Officer, any trade bodies the MA belongs to.
and the local paper.
All appeal, cost the PPC money money. This is not in the best interests of the residents. and probably conflicts with you leasehold rights to "quiet enjoyment" under The Housing Acts, and it probably an offence.You never know how far you can go until you go too far.0 -
DO NOT PAY. Make sure nobody else pays these blackmailers. Do as advised. Read the Sticky thread for NEWBIES on how to appeal each and every ticket. Use the appeal template exactly as it is. Do not reveal who was driving!
Meanwhile, do as The Deep and Mark suggest as well. Start complaining and organise meetings. Incidentally, a whole bunch of individual complaints will have more weight than one letter with a bunch of names on it.
Don't hang about, contact every resident that you can and point them to this website as well. Get educating your neighbours fast before some poor unsuspecting individual pays up.I married my cousin. +1 Get everyone to appeal the tickets, everyone to then appeal to the IAS and everyone to complain to the management agents.
This will cost them around £20 per appeal. This will therefore be far more effective the more people who do this.Dedicated to driving up standards in parking0 -

Busy morning this morning, I've written to the estate owner/manager as well as my own landlord, I also put up a couple of posters around the place asking other residents to contact me if they'd been affected so we can organise some action as a group.Everybody appeal the tickets, nobody pay.

I'm a tenant, renting the flat through a landlord and the spaces are allocated to each individual flat.

Just had a read through the tenancy agreement and I can't see anything that specifically refers to permits or rules relating to the car park.
There is a part on quiet enjoyment "That the Tenant paying the rent and performing and observing the observing the obligations on the Tenant's part contained in this Agreement shall peaceably hold and enjoy the Premises during the Term without any unlawful interruption by the Landlord or any person rightfully claiming under, through or in trust for the Landlord."
Not sure how the Landlord aspect of it works seeing as different Landlords will be responsible for each apartment.0 -
Well, if there's no requirement on you to display a permit, then you don't need to.
Whoever you signed that tenancy agreement with is in breach on the 'peaceably hold and enjoy the premises' part.
Somewhere down the line from landlord to Management Company to their agent who is now trespassing on your parking space.
I suggest a short letter to the Management Company now (get everyone else to send it too):
I hereby withdraw all implied access to the parking space [XXX] to you, your employees, agents, and subcontractors (including but not limited to VCS Ltd), and any future incursions onto this land (including but not limited to affixing speculative invoices to any vehicle parked there) will be deemed as trespass, and legal action may be taken against you accordingly.Je Suis Cecil.0
