Paid for parking but still received a fine - how to dispute and resolve ?

According to Companies House, there are 5,721 companies that have the Registered Office at that address, but some of those will be dissolved companies.
I am sure @Fruitcake's comment was related to the fact that the receptionist was totally wrong to state that she couldn't tell you their real address due data protection legislation.
There is nothing in the Data Protection Act that protects a company like that.5 -
But you haven’t got a right to be given a different office address if a rogue company hides behind a virtual office, as they can.

Surely accommodation addresses such as this must be fairly common. You never know how far you can go until you go too far.0

UPDATE: Response to appeal
I received a letter from Napier today, they have said on this occasion they are prepared to cancel the FCN.
However, they blame me for the transaction being VOIDED !
The letter reads:
"It is your responsibility to ensure payment is completed before you exit the car park, in this case it would appear that the transaction was VOIDED. In future please ensure you complete the transaction and collect the receipt as confirmation.
The appeal has been reviewed. Our records, photographs and notes (as applicable) have all been taken into account. Having considered the content of your appeal we are prepared, on this occasion, to cancel this notice.
We thank you for your submissions and cooperation. We can confirm that no further action is required"
I would like to know how this VOIDED transaction could be my fault ?
They say "please ensure you complete the transaction and collect the receipt as confirmation" - the fact that the machine printed a receipt implies that the transaction was completed, does it not ?
Does anyone know if the machine would print a receipt for a voided transaction (stating the payment was not completed) ?
If so this seems backwards, usually a receipt is printed to confirm the payment has been completed. If a receipt is printed for a voided transaction, then this seems a way of catching people out, because the fact a receipt is printed implies the transaction was completed !
I have drafted a letter which I intend to send to:
- Watchdog
- Local MP (Ben Everitt)
- BBC 3CR (JVS consumer complaints show for local radio)
- DVLA1 -
They can say what they like, all that matters is what a judge thinks. Is there not a tourist office CocC to whom you can complain as well? You never know how far you can go until you go too far.1

Can you also TELL THOSE RECIPIENTS (EXCEPT THE DVLA) ABOUT THE UPCOMING PUBLIC CONSULTATION, TO PUBLICISE IT PLEASE?
Please do us and yourself (and the driving public) a favour and stick around on this forum every week - at least for the Summer - to ensure you see when the Government publish and open the final Technical Consultation.
We will be talking about it and the public will have about 4 weeks we think, to tell the MHCLG what you think about the level of parking charges, that the MHCLG has admirably decided already will start at £50 (50% discount) and not £100:
Outcome of 2020 Consultation (look what the public comments achieved so far):

Planned Summer 2021 additional Public Consultation:
https://www.gov.uk/government/news/government-to-open-technical-consultation-on-fairer-parking-charges
It's not open yet but please keep check here to see when it is.
We need real people like you to counter the spamming that happened last time from the industry.
IT WOULD BE BRILLIANT IF WATCHDOG OR THE BBC (OR NEWSPAPER) PUBLICISED THE CONSULTATION.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I've drafted a 6 page letter to send to the DVLA, MP, Watchdog and BBC 3CR, I'm just getting it reviewed before sending it off. I've spent hours and hours compiling and editing it. I have other things to deal with in life (such as my daughters illness and a busy stressful job) so once I've sent the letters of I want to put it all aside.
But I am more than happy to support the consultation, is there anyway of being notified when it opens (e.g. by email ?) rather than having to check on here regularly (not that I know where to check in order to find outwhen its opened) ? And in what way do I need to support ? Is it going to be some kind of petition or is it the case of sending the letter I've compiled ?

I've drafted a 6 page letter to send to the DVLA, MP, Watchdog and BBC 3CR, I'm just getting it reviewed before sending it off. I've spent hours and hours compiling and editing it.I think a complaint should be much, much shorter and focused. I don't think many would get to the end of 6 pages (probably near on 2,500 words) without giving up or losing interest. Their priorities in this matter are far removed from yours I suspect. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

A Government Consultation, when they have already shown they are listening to consumers, is a whole lot better than pi33ing in the wind with a petition!
The Government want to hear what people think about how the new levels of parking charges will be applied and they want real consumer views in answer to whatever their questions are. People who reply hope to be pushing against an already slightly open door but we need more people joining this final push.
No, there is no email notification for the Consultation hence why you need to check back here regularly. We will know when it opens and I will post about it if no-one else beats me to it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You will post about it even if several people beat you to it.2
