Paid for parking but still received a fine - how to dispute and resolve ?

    The car park has ANPR and you pay on departure, so there is no ticket to display.

    As you say, you MP may well be aware of it.

    If everyone who suffered at Willen Lake complained to their MP he would get fed up with all the complaints and it is just possible he might try and do something about it - if only for a quiet life.

    Without complaints, he already has that quiet life.  :)

    Send your evidence to the DVLA Data Sharing team (see 5th post of NEWBIES thread for email) and tell them you want Napier investigated.

    Add that you can’t complain to the IPC because they make it too difficult for consumers to contact them and unlike the BPA, there is no complaint email made available AND they refuse to get involved unless a person has complained to the parking firm first.  

    Ask the DVLA to open a formal investigation as to why this payment was voided and why Napier then obtained your DVLA data. Tell them you are happy for them to alert the IPC as well, and to expect contact from your MP who is (name).

     I don't know anything about politics so not sure who the MP is and how to contact them.  

    What you do not know who your MP is?  You contact them by letter or email, not by telephone.  
    You never know how far you can go until you go too far.

    I have received a message within my online bank account, I assume its still valid even though its not a hard copy ?

    So do I simply need to send a letter to Napier explaining what has happened (similar to my original post) in addition to a copy of the message sent by my bank ? 

    I'm also wondering whether to take them to the small claims court for the stress its caused me, particularly at a time when my daughter is suffering a serious health condition (which took a turn for the worse last night). I really could have done without all this stress and hassle of having to prove my innocence in order to avoid paying the fine so I expect compensation for it.

    The message sent by the bank states... 

    "I confirm that a payment of GBP 1.50 was authorised towards WILLEN LAKE CAR PARK MILTON KEYNES GB on 6 June21. The time captured on the system is 17:04 UKT. As the merchant did not collect the payment, the pending amount was returned to your account after 7 days per the normal Visa procedure.  

    I regret we are unable to provide a letter confirming the transaction as it has not debited the account. Please accept my sincere apologies for the inconvenience caused in this matter."

    So just to clarify, you're saying to send an email and attach a PDF of the message from my bank ?

    Out of interest, why email instead of a hardcopy letter (sent recorded delivery) ?

    I'm happy with either method, just want to know whats best and why.

    Because there's evidence of PPCs routinely refusing 'signed for' deliveries, then the only proof you have is of non-delivery!  Non-receipt of an electronic transfer cannot be argued, you have proof it was sent, and you've not received a bounce-back.

    And, 'recorded delivery' is no longer available! 😉

    Emails generally tend to arrive, whereas a letter can get lost. Send a copy of the email to yourself as a backup.

    I don't think "recorded delivery" exists anymore, but never, ever send anything using a paid for service. This gives the PPC the opportunity to refuse delivery giving them proof it never arrived.

    C-m, when you say the IPC makes it difficult for consumers to contact them, what do you mean?

    Do they conceal their contact information on their website (if so, that has been illegal in the UK since 2007, the Dept for Business, Energy, Innovation and Strategy (DBEIS) oversees the appropriate legislation)?
