I would really really avoid rules here. A rule will be your best guess at what does not upset the neighbours and you are putting yourself between the neighbours and your lodger. If you get the rule wrong, you have to face the neighbours and the lodger could say "I complied with the rule", so you are no further forward.

OK - Lodger 1 ignored my invite for pizza... about 10 minutes ago he and his new girlfriend came home and went straight to his room. The music is louder than ever, and they're both singing karoake to it!
I've been upstairs and called out to them, knocking on the door, with the intention of inviting them both downstairs for drinks, but I've been completely ignored.
Lodger 2 is currently texting him - he's just told me that he doesn't really like the guy at all and is quite happy to rock the boat

I agree that up until now it seemed he was just oblivious.
However the gf/music/karaoke and then ignoring you knocking was the bit where it's clear he's taking the mick really.
Obviously took her up there for some nookie. Maybe she's a Lassie!
She'll be howling at the moon until 3am if he's any good.0 -

As nice as you sound, I don't think knocking on his door and calling out to him/them was a good idea when he's got new female company round. You need to get him on his own and tell him how it is with the neighbour's recent complaint and get some understanding going on.

Actually he did respond to Lodger 2's text messages in the end (but never replied to mineBy 11:30, the music was half-volume (though still louder than I would like), and he turned it off around midnight.
I don't think it was unreasonable to knock after 11pm - I'm pretty sure they weren't getting "intimate" whilst singing! All I was calling was, "hey are you guys home? We've just opened a bottle of wine if you fancy it".
I just want him to talk to me. I very subtly changed my Facebook status to "Badger_Lady is going to get an ASBO", and he send me a one-word message saying "sorry". Hopefully I'll see him at some point today before I head off to my friend's for the weekend...
