Hi circuit,
AFAIK they need to be "Smartphones", either Microsoft or Symbian based,and preferably have bluetooth, for use with a £40ish bt gps receiver from ebay.
Best and cheapest seem to be Orange C500 for Microsoft version of TT5 mobile or Nokia 6680 for Symbian TT5 mob.

If you're talking about TomTom Celeb voices...
Other than that of John Cleese, the celeb voices that I have heard are merely poor (very poor actually), impersonations of the celebs.
I got the "impression" !! that the person would have made a better job of it, if he had heard them speak in the first place!!
Also, had the voices not been supplied with an icon of the person, I'd never have guessed the voice.0 -

A quick question about the above.
I was looking at it for my grandad & thought at that price it was fantastic value for money but then I looked on the dixons site & found these:
