    The one problem with premium  bonds (apart from the negative effect of inflation over the years) is that although any PB winnings are tax free like ISAs, on the death of a spouse, their value can,t be transferred tax free to a spouse, so I guess if one wants to maximise the benefits of tax free income to a surviving spouse, ISAs may have a winning edge.

    Just like ISAs, the account of the deceased has to be closed and the proceeds handled in accordance with the terms of the will.  If the surviving spouse inherits those proceeds then there's nothing stopping them from reinvesting them in PBs, but they don't receive any extra allowance equivalent to the ISA Additional Permitted Subscription, so can still only hold up to £50K worth, if that's perhaps what you were referring to.
