No, I'm not claiming that it's statistically significant, but was simply countering your assertion that others should 'sober up and accept that they'll never win a big prize' by highlighting that people do win big prizes (OK, medium-sized ones in this case, but within the 20% of the prize fund that you choose to ignore).

I wouldn't worry - I'm not on the list (Bristol), and neither is anyone outside England by the look of it. I've still won a few hundred this year

More typically sloppy 'journalism' spreading half-truths and lies about premium bonds!  If it's true that 3.84% of prizes were won by those registered as living in Essex (and no particular reason to doubt that), then by itself that says nothing about which county has the 'best odds of winning prizes', as that sort of analysis would require weighting according to the number of bonds held in each county.

If, for the sake of argument, there are twice as many bonds held in Essex as in Kent, then the odds for a Kent winner (based on recent prize history) would be better than Essex.

Of course, the odds aren't based on location at all though!
