More typically sloppy 'journalism' spreading half-truths and lies about premium bonds! If it's true that 3.84% of prizes were won by those registered as living in Essex (and no particular reason to doubt that), then by itself that says nothing about which county has the 'best odds of winning prizes', as that sort of analysis would require weighting according to the number of bonds held in each county.Dizzycap said:・Essex - 3.84 per cent

If, for the sake of argument, there are twice as many bonds held in Essex as in Kent, then the odds for a Kent winner (based on recent prize history) would be better than Essex.
Of course, the odds aren't based on location at all though!
