If you have any equipment in the property that's connected such that it could be used to watch live TV, my personal recommendation would be to disconnect it (remove the cable to the external aerial) and detune the TV and any receiver/recorder boxes. But no, if there's no-one using the property and watching live TV or iPlayer whilst there and you don't have anything set to record any shows, you don't need a licence.
Would they then be able to watch iPlayer on their phone on the bus?

Technically, you need a TV Licence to watch iPlayer on a bus.

Exactly. Would Gers be covered by his mother's licence as he is staying with her while riding on a bus?

AFAIK there's no legal definition for "member of the household", so a reasonable interpretation would be: yes.

But TVL don't do "reasonable interpretations"....

No, but they also don't do enforcement on buses.

Not a reason to break the law, but in a practical sense it leaves the way open for a common sense interpretation of the law.

I would say that having a mail redirection in place shows that Gers is currently residing with Mother. So Gers is currently a member of Mother's household, and covered by her licence.

For once, this is nothing to do with the Government.

It's the BBC reneging on a deal they agreed to.

I'm not sure that you are correct here. The government has been putting financial pressure on the BBC that resulted in the BBC having to decide where they made cuts to deal with the government pressure. Its rather akin to local councils having to cut essential services because government cuts to their own budgets leave them to take the blame for cuts down the line. [Its still a frog!]
