In order to trace "you", they match email addresses between iPlayer (BBC ID) and No Licence Needed (or something similar).
If they make such a match, they sending a warning. They cannot do anything more than that because the method doesn't provide robust evidence of an offence.

I have told TVL several times now (by phone) that no licence is needed at my property, but I refuse to give them any personal data: they don't have my name, email, or phone number. If I call them, I withhold my number. Letters are addressed to the occupier.
I don't have anything to hide, but I'm not a BBC customer and feel strongly that they have no right to store my personal data. I would encourage others to do the same.

Just back from a few days away in the UK, so watched some broadcast channels for the first time in a while. Truly shocked at the poor quality of some of the programmes, the poor choice of content, and the awful irritating adverts (on Sky News at breakfast time). I must confess though that most of what we watched was on BBC iPlayer. If it was possible to subscribe to iPlayer for a month at a time, I would probably pay for two or three months a year..

I got the “10 Day Window” letter on Friday from TVL. Now sent to the Legal Occupier rather than my name, as used to be the case. Maybe as I don’t communicate with them now.
Intended to file in bin, but I have highlighted some words and will keep for their Enforcement Team.
Words like;
Correctly licensed
On Hold
Breaking the Law
Only have until…..
Enforcement visit
Enforcement Team
What to do if you don’t need one.

Hi, i have a TV licence query (surprise surprise!) …. my son is disabled and his choice of tv is good old fashioned heartbeat and the royal… i thought we were ok to watch it as use freeview on the tv… we watch nothing live, never put BBC on, only watch ITVX, …. do not watch on anything else ('computer, tablet, games console, smartphone or any other device') … i thought that we did not need a licence, now being told we do???? i begrudge paying for something we don't use and can't afford!…. please help. thanks

…to add to the above message… i do not pay for netflicks, disney or any kind of subscription channel…. if i have to pay i understand there are some channels that you can pay for but do not need a TVL… if so, can someone tell me what they are please…. i do not want to pay for something we do not use. thx

thanks for your help all… i have renovated a house in the past… said no licence needed TVM etc… they ACTUALLY turned up at my door… i was SO shocked i let them in! they could see by the state of the house there was nothing there lol… they left me alone.
though currently i don't know where i'm at with this… they are now saying i have to have a licence! i'd rather pay for a subscription we would use than pay for a licence we wouldn't… call me old fashioned 🤷♀️ … i certainly could not come up with a £1K fine!
