No they can't - if they refuse to comply with the dispute, their negative feedback to you would be removed.Mortgage | £145,000Unsecured Debt | [strike]£7,000[/strike] £0 Lodgers | |0 -

Hi everyone,
The changes for the UK market will be announced shortly. Keep an eye on the announcement board for details. The changes do vary from market to market, so I'd encourage you to take some time to digest all the details. There will be a number of pinks over on the Community Q&A board this afternoon who can provide additional details and clarifications to questions.
Many thanks,
Olly

It's here. It's insane and ridiculous.

I can only say that I am immensely relieved that I have essentially given up selling on eBay. This is a scammer's charter.
Ebay are very slow to react to complaints against buyers - negative feedback for buyers was a vital "first warning" signal to let sellers know when a scammer was on the loose. The thing about negative feedback is that sellers could use it to respond promptly to a bad experience/chargeback scammer/other fraudster - and the warning would be there for other sellers to see immediately. Now sellers will have no warning at all if they person sending them money has already ripped off other people.
Bad, bad, bad!
Oh, and did anyone else notice that the system of discounts to the new FVFs for Powersellers means that effectively the FVFs are staying the same for the big Powersellers, and going up for everyone else? but guess who pays the biggest bills to eBay? It's one of the only concessions that sellers have got under these announcements, and it's ebay's way of trying to retain revenue.
The morale amongst PowerSellers is pretty low at the moment, and in reality very very few people will sustain a consistent 4.8 across all categories in order to earn the discount.
PowerSellers will also have to be registered with ebay as a business in order to keep the PS status, and enjoy any potential discounts.<--- Nothing to see here - move along --->0 -
My ebaying days are coming to an end I feel. I have a 100% - 2669 score and that will disappear if some buyer decides to trash my score just for the hell of it! This new system is so open to abuse and doesn't protect buyers.
I thought ebay was a 2 way street, it appears not:mad: From now on buyers could hold sellers to ransom. I'm not saying it will happen, just could....0 -

To be fair, they had to do something. My own rule of thumb for volume sellers has been: one negative feedback equals ten to twenty unhappy customers – the rest being unwilling to leave a negative. But, like many on here, I’m not convinced that this is it.古池や蛙飛込む水の音0 -
Even if you're not a powerseller you can still get 20% discount on the FVFs - as long as you are selling at the powerseller level.
Essentially - if you sell lots, the FVF hike is reduced for you. If you're a mid / low volume seller, then welcome to a 40% hike in your costs. For where your treasure is, there will your heart be also ...0 -
Oh, and here's an interesting little snippet of today's discussion.... between the resident paypal geek and Richard, ebay staff:

Believe me, this will overall be more effective at getting bad buyers off the site so that sellers do not have to deal with them.
Nonsense.
When a scam buyer goes on a spending spree with a stolen card then other sellers need to be warned immediately.
The idea that eBay will take action that will save other sellers from losing money is laughable.
Have you ever tried emailing Customer Support?
Nine times out of ten you get back an answer that doesn't even address the issue.
Good grief . . . . .

We'll be protecting sellers from unauthorised payments, covering all the risk associated with them - this will remove the worries over confirmed PP addresses or the risk of a fraudulent buyer paying for an item.
Sellers will need to report those instances to us, of course.

Richard

The answer to this surely has to be Ebay doing more about UNJUSTIFIED NEGATIVE FEEDBACK?
Yes, absolutely. The staff who had been administering the mass of buyer appeals against negs will now be able to focus on policing buyer abuse of the feedback system.
I should also add to my reply to bella above that only Powersellers will receive the protection against unauthorised payments.

Richard

Oh well that's all right then . . . . .
Richard please address the issues I've raised concerning non-PS sellers and scam buyers.
I've made some valid points that really do need answering. My TV is broken!

Hi Fay, we seem to be reading the exact same page over on ebay
The fact that only powersellers will get the reduced FVfs and seller protection is extremely worrying. That makes ebay a two tier system, the PS can undercut the smaller sellers and get full paypa protection while the smaller sellers who really need support will lose some of their paypal protection *and* pay more fees for the privilege.
I am really trying to be positive about this but I'm struggling.
The one thing I will do now though is get tougher on my selling criteria. I had already started only selling some of my items in the UK due to that last American scammer who got a refund and the item. I may well go fully UK only and start limiting my exposure a bit.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards.
