Pcns have been capped at a maximum of £100 for the last 14 years, the signs and the pcn will state the actual charge, so look at those to see the actual charge in your case, presumably its £100 per pcn
So the extra £70 is the assumed debt collectors fee, but the Beavis case a decade ago determined that recovery was included in the actual charge ( £85 in that case ) so it can never be over £100
