I don't have a problem with carrying ID, I'd prefer a physical option to it being on my phone.
My reason for highlighting the consultation is that people ought to be aware of consultations on this type of thing, so they can express their views, whatever they may be.

I usually carry cash in case a card machine goes down.

Cash is far far from dead.....there are numerous times in my world when ONLY cash will do.

That cannot happen to me because I use a separate account with another bank for my debit card spending. The average balance on that account is about £60. It also gives me an active backup account and additional perks.

It's still the case that if someone gets hold of your debit card, they're stealing your money. If they get hold of your credit card, they're stealing the bank's money.

The card in my wallet has my name on it, no account details whatsoever. Other cards at home have much more information printed on them.
Things that are different: draw & drawer, brought & bought, loose & lose, dose & does, payed & paid0 -
I do not believe that makes a practical difference. If I was held to have been grossly negligent, I would lose whatever the thief could get out of my debit card account, and I would be liable for any debt he runs up on my credit card account. If I am not held to be grossly negligent, I will be reimbursed in both cases. (The banks can withhold the first £35 of any loss before you inform them that the card is missing, but the big banks do not appear to do that in practice.)

Are those when in a dark bar and the lady/gentleman dancing expects $1 or $5 bills?

There are quite a few popular establishments on & off my high street that carry a sign 'cash only' and I believe any black market would only want cash. Any transaction where the parties want non traceability will almost definitetly be cash only.
On the other side of the road my kids prefer real money for 'pocket money', tipping anyone is usually far better appreciated if it's cash and don't ask a beggar if they have a card machine when you want to give them a hot drink ! 😊😊
