They appeared to be having issues again on Wednesday too. I didn't receive any OTP messages from early morning to late evening. All seemed ok on Thursday when I tried again.

Yes, I think you're correct, they do pay out on non-working days. But it'll be the next day rather than the day you make the request

did you request a renewal of a maturing previous issue and then later try to open a new Issue 5 directly before the other one had matured? if so, I assume it was the directly opened one that has been declined?
