This morning their website was showing issue 2 which is now no longer available (NLA). Issue 3 seems to be going to appear next week, given that the deadline to be a member is still in the future.

How can I renew the Virgin Regular saver if I still have money in the old one?

first you need to move the money out the existing RS, make it £0 and then request closure by logging in through online banking (not app). Mine was action in 2 days. Then I opened new RS

Is there anything that those of us who don't have an account with Dudley can do to qualify, or are we just not going to be able to get this one?

I would say just open an account with them asap - if the 1st July qualifying date mentioned on Moneyfacts is true (though it's listing has been removed from Moneyfacts now), then you should be able to open & fund an account before them… an online EA account or their default postal/branch/email 5.50% RS might be the cheaper/quicker options.

Santander.
I requested closure in the app. It took a couple of hours for the old Regular Saver to close, after which I was able to open and fund the new one immediately. I used online banking to do the same for my partner; this took slightly longer, but was still completed the same day.

My Buckinghamshire RS is now open and I can make deposits but won't do so until Monday.
They also said they added my nominated account but I can't see it and there was a strange message. There's still plenty of time to get this fixed as I am not planning on withdrawing anything for a year.0 -
I originally had this message, it has now disappeared and my current account is showing, but it says "awaiting approval". I haven't made my first deposit yet.

I don't think it has to do with deposits as it says it won't be enabled unless you request it. Mine got swiftly approved in response to my internal message. I haven't sent any deposit yet, either.
