Paint advice needed

Really need advice @stuart45 went back to the house this evening to see what it looks like now dry and some areas of the walls not all of the just some areas have got these spots on them what do I do with these? I'm going back for the second coat tomorrow as I want to finish the hallway but I'm not doing anymore rooms I'm leaving it to a professional and I have a lot of respect for decorators as this was not as easy as I thought it'd be.
Can I have my radiators on when painting the walls to keep the house warm and not as humid?

What is the room temperature when you are painting and for drying?

I can't be 100% certain but I think it was around 13° degrees I know the walls were slightly cold as i didn't put the heater on as I wasn't sure if it was safe to have it on when painting the walls

It's better around 20C.

So can I leave the radiator on while painting because it drops temperature fast in that house.
I have put no peel on the areas that were peeling and was going to do an extra coat of paint as I just want to be finished now and don't have time to put filler over the bare bits I have put no peel over though after scraping and sanding the paint off.
