What exactly should be underneath the outside of the windowsills?

    Normally mortar.

Ok so he’s been back - put mortar underneath windowsills, replaced handles (which actually match!) and put a trim above the door. I’ll neaten up the mortar at a later point but better than before

On a side note weirdly the white acrylic paint he’s used to seal around the window frames is still soft. Any ideas?

    Where?
    And what's under the paint?

Sorry white acrylic sealant not paint. Around the windowsills as previous pictured. It doesn’t feel firm, I pressed my finger in abit and it’s left an imprint

Ah. Well, it doesn't set 'hard', as it's designed to remain flexible and cope with small movements - expansion/contraction, doors and windows being slammed shut, etc. But I also expect an element here is the cold, wet weather, so it'll take a lot longer to set to its 'normal' level in any case.
It will always be 'springy' to some degree, but I don't think should be 'impressionable' - that suggests it ain't fully set yet.

Yes unfortunately there’s no heating in the porch and it’s been incredibly wet recently so we’ll see.. it doesn’t feel like it’s set

It's now perfectly acceptable, I think. But what a shame they didn't demonstrate some pride from the off.
