APCOA PCN Manchester Airport Drop-off

The various government's have been trying to regulate the industry for the last 9 years, especially since 2019 when the Private Parking Bill was entered into law after gaining royal assent by the late queen in February 2019
Hopefully it will happen later this year

Nobody said to bin the letters. You do need to open them all promptly and tell APCOA if you move house, of course.

HI There, its me again… following a non payment of a T2 drop off back in 2025, we received several 'threatograms' as you advised from debt recovery plus trying to get a payment of £170 for APCOA parking Ltd, and i did what you advised and just ignored them even though they got increasingly worse. those letters stopped and now we have a company called EMPIRA civil and high court enforcements agents in Warrington chasing the debt. is this another threatogram company? any help and guidance is greatly appreciated

It is only another threatogram, doesn't even give you 30 days notice so not a pucker letter before claim. Continue to ignore.

thank you for your help, as my heart actually stopped at one point last night!

As with most of the sad case stories attached, I inadvertently took a wrong turn and drove through Manchester Airport Drop Off Forecourt in trying to get back to the Rental Car Return. I did not do it once, I drove through twice apparently……. Entry 11:29:15 exit 11:32:40 - and the second time Entry 11:35:07 exit 11:38:35. The hire company (Europcar) have sent me an advice declaring me as the driver to APCOA. There are photos of the events with the vehicle clearly displayed. How could I possibly drive through two areas less than 3 minutes appart and who could I possibly offload in under 3 minutes , TWICE!!.
I live abroad and would like to dispute or appeal the notices. Any suggestions?

Europcar can only name you as hirer, not driver
Appeal as hirer to each pcn, by adapting the airport Appeal in this thread
No naming the driver , no blabbing about who was driving
No discussion about the circumstances, only an appeal as hirer, no hirer liability, Pofa2012 schedule 4 doesn't apply, not relevant land
They won't chase people from abroad anyway, so just stick to the hirer appeal, as the day to day keeper

"I live abroad and would like to dispute or appeal the notices. Any suggestions?"
Did Europcar give APCOA your address abroad?
If not, simply appeal as hirer saying it's non-POFA and to get lost. Give your address abroad.
They'll give up.

Hi,
I've recently received manchester airport parking at T2. I've followed the appeal template as mentioned here, but I used my 2nd name instead of my 1st name when I appealed under Keeper so now I received this letter from APCOA. What can I do to resolve this?
When reviewing your correspondence, we have noticed that your name and address does not
match the Registered Keeper’s details we have on our system for this Parking Charge.
As we always ensure the strictest adherence to our policy and procedure in line with our responsibilities
under GDPR and Data Protection we cannot consider your correspondence as an appeal against this
charge.
If the driver or registered keeper would like you to deal with this matter on their behalf, please ask them to
send their written consent to us, ensuring that it shows:
• Their full name and address
• Their signature
• The date they signed the consent
• Our Parking Charge (PC) Reference number
• The registration number of the vehicle concerned
• Your full name and address and contact details
• A brief description of the issue you want us to consider
Alternatively, if you were the driver of the vehicle that incurred the parking charge, please confirm this
within 14 days of the date of this letter. Once we have this confirmation, we will be able to update our
records and process your appeal.
We have placed your case on hold for 14 days to allow you to comply with this request.0 -
Just reply and confirm your full name and that you are the keeper of the vehicle. Remind them that there can be no keeper liability, as per your initial appeal. Ask them to confirm cancellation by return.
By the way, why use a different name to that on the NtK?
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
