I explicitly asked not to move to ii and close my account instead (nothing in account). I received the txt from ii regarding "my new account". Is this an act of GDPR breach?1

As Hoenir stated Jarvis will probably automatically transfer inactive accounts with no balance to Interactive Investor come the cut off date. Avoid any chance of being charged a monthly fee further down the line by closing the account now by email and get a confirmation email back from Jarvis.

I had an empty and inactive GIA. I didn't want this to transfer, with the risk of incurring a platform fee. I emailed Jarvis and asked them to close my account. They confirmed by email very quickly that this had been done.1 -
