So this is about just 3 PCNs and the HCEO has not entered the property but DCB Ltd have added:
- an unknown amount to take the 'debt' up to £878.83 (no explanation) then
- interest on that unexplained quantum, and
- ALL THREE HCEO STAGES £75, £190 AND £495 all added on that letter.
Total £1651.47

Did you try phoning DCB Ltd (RECORDING THE CALL FOR EVIDENCE) and asking why they have added all three fee stages despite the fact (according to this thread) that they are not past ANY of those stages yet? Ask them how much they think you owe now and to explain the breakdown & send you a copy of the missing Notice of Enforcement (Compliance stage) because if it was never served they cannot even add £75 yet.

Did they follow that?

I think you need to go down there one morning this week, in opening hours and not leave till your application is confirmed as with a Judge.
