    You could also quote the MHCLG's (currently revived by a 'live' Public Consultation) statutory Code of Practice, specifically linking to it and quoting the definition of 'parking period' near the top of it. You'll see why...

    I'm fairly sure this is the reason I laughed off the initial PCN in the first place! Has it been revived?

    2.24 parking period

    the length of time that a vehicle has been parked, i.e. left stationary otherwise than in the course of driving, after any relevant consideration period has expired (excluding instances where the driver has stopped to enable passengers to leave or enter the vehicle)

    This is not the period between a vehicle being recorded as entering and departing controlled land.

    UKCPM are members of both I think, which should I use?

    They certainly are not! They are in the IPC AOS. This common mistake is mentioned in the Q&A at the top of the first post of the NEWBIES thread, begging people not to tell us that UKCPM are in both AOS.
