On the Facebook group I’m on ..two people have two different meters that have recently been installed one is working correctly , the other one no afternoon boost

is the meter a factor ?? Or is it all down to meter communication

It's most likely to be tariff related.
The one with no afternoon boost is on a tariff with no afternoon boost.

Octopus used to support smets1 liberty at one stage - and both comms hub the same.

But snug reading between the lines  doesn't work with the same fixed preset mode as e7 and e10 for alcs nsh at night or in e10 case afternoon evening boost.

And iirc there was a recent post that said Octopus was having an issue with their meter brand but didn't a little srrangely state which brand they had

Those are both new models. The Secure Liberty 116 has extra load controls to manage, for example, EV charging as well as ordinary stuff like storage heaters, so I suspect the Aclara SGM 1423-B is similarly equipped. I can't be sure, but I think that for you OVO is likely to fit an Aclara SGM 1416-B which has been their usual solution for multi-rate domestic installations. Even if the timings aren't quite right on installation, it's quite simple to get them put right remotely later. It's not easy for the installing engineer to check unless he happens to be there during an offpeak period; if he is (e.g. mid-afternoon), he can check and should be able to have everything put right there and then (assuming there's a good radio signal, that is).
    I'm not being lazy ...
    I'm just in energy-saving mode.

If Octopus have sent the timings to the meter, the afternoon boost will happen. So I can only assume that the timings haven't been sent.
Ask the owner of the Secure Liberty meter to create an account here, and we can help them directly.

The liberty 116 - smets2 - has upto 4 active live output ports - main and upto 3 switched auxiliary outputs.
The smets1 114 before it - iirc had the 7 active ports .

Given the photo shows the 3 separate Aux current ratings - fair to assume that's the full blown 7 port configuration ?

Possibly a little over the top for a standard E7 install.
And just maybe - might be enough to confuse the configuration / operation for 'SNUG' - and its not entirely obvious if their might be a hidden connection between the meter and the white block - potentially a simple Henley style block - potentially not.  (Probably not very likely - but could they have wired NSH say to one of the other auxiliaries and Octopus only switching the main aux1 ?  The wireless HAN spec iirc allows switching of multiple auxiliaries from meter - not sure if local or remote DCC -  commands )

Theres also something not very clear about how exactly Octopus control the switching - but there is reference in the SNUG T&Cs to essentially a fall back to preset TOU ALCS if fail to connect to send their chosen timings. 2.14.9 here

Be interesting to know if that is the case - say the owner is getting vanilla E7 - rather than the 7+1 of those with dynamic switching - apparently starting at 11:30pm ? - as referenced in the post here

Need to see a photo of meter cabinet - zoomed out - to show the actual 5th tail - or any other potential aux meter tail - routing.

I've posted about 7 port meters in the past - and the fact the old 114 smets1 specs - used to reference THTC.
First time I can remember seeing an actual installed photo for either model here.

From google links - One of the 116s was given secure status by NCSC about 2022 - another 2024.  And the latest spec vn 1.2 - is dated June 24 - so agree in latest guise does appear to be very new.

    Edit
And iirc the M24 code on Liberty means 2024, the Aclara M22 2022.
