Who is the Registered Keeper Between Selling Car and DVLA Updating Their Record?

Sold car, buyer took green slip. DVLA website doesn't recognise number from V5 so as advised by DVLA I have written to them giving all information on date of sale, new owners's address etc. DVLA say processing that info may take up to 4 weeks. I no longer own the car nor have any access to it whatsoever. During that 4 week period, who is the registered keeper?

Best to do it online at point of sale.

They are. So long as you have proof of sale.

But who are they registered with as keeper if the DVLA hasn't yet entered that on their records?
Doing it online was not possible as the DVLA site didn't recognise the details from V5, hence calling them and following their advice to write to them

The change happens as soon as the V5C change of Registered Keeper details are completed the new V5C will use that date as change of keeper.  New keeper slip is evidence of the change for the new keeper purposes such as sorting insurance etc.

But as of this moment, a letter from me is somewhere in the post to DVLA but may not be processed for weeks, but I'm neither the keeper nor owner of the car.

When the document is received and processed by DVLA the changeover date will be the date of sale shown on the logbook.  There is no void or changeover period.

If the car is flagged as "in trade", then it has no keeper.

Old keeper sells car to trader, fills in V5C/3 and sends back (or does it online, saying "sold to trader").
Car now has no keeper, and is just "in trade". If it goes to auction, it's not updated.
When a trader sells it to a new keeper, they fill in and complete the old V5C, and it now has a keeper again.

It can't be taxed while it's in trade. If it's driven, it has to be on trade plates.

I understand that the date, when it is eventually processed by the DVLA will be the date of sale. My question is who is the registered keeper in the weeks before the DVLA process the information I have posted to them?

The car was bought by a private individual, not a trader

As explained above.  The change of keeper takes effect as soon as the transfer document on the V5C is signed and dated by the parties.

If the new keeper drives the car away and immediately gets a speeding camera ticket they are responsible as the buyer and seller both have a piece of the V5C evidencing when the registered keeper changed.

There is no transfer document on the V5C to be signed by both parties, only the green slip kept by the buyer.
