They may never get the information they need to bill you, and they may conclude that it is not in the interests of the creditors to spend a lot of money trying to recover small debts. Just be ready to cooperate if they do produce a final bill at some point.

The debt existed, though; Tomato were prohibited from pursuing it by Ofgem. That prohibition doesn't apply to their administrators.

In some respects those that stayed til the bitter end for the cheap rates they should expect a lot of this and the fact a bill can arrive at your registered address up to 6 years later.

No, some of us are learning all this for the first time. We'll know better next time. And as for wanting cheaper rates, I'm sorry but some of us are also struggling to put food on the table and pay the ever increasing bills that come in every month. We are not the greedy ones in all of this, we are just the ones trying our best to make ends meet.

It's not being able to charge, if they can't charge then there is no debt.

The administrators perspective is that the inability to charge has gone away so they are obliged to charge to recover money to pay the creditors …
The duties imposed on the administrators only allow them not to charge for something that they could charge for if the cost of charging and recovering the amount charged would exceed the amount recovered.
In this instance that may well be the case due to the poor records left behind and the reported lack of cooperation they were receiving.

The rules should be in the T&Cs so the administrators would then be rewriting the terms agreed.

Octopus do have this covered in the T&Cs:
"We will not try to recover charges for your Energy that are older than
12 months unless we have already tried to recover these charges, or you
have behaved obstructively or unreasonably."Tomato do not seem to have it in theirs…

Ofgem's back-billing rules aren't part of the domestic supply contract T&C.
I'm surprised if the administrators can ignore agreed terms just because they don't like them.
If be surprised by that too, but that isn't what's happening.
Administrators are obliged by law to recover debts owed to the business, as explained by MWT.
