As the delay was caused by the store holding you up and yet they've refused to help you, complain to Dundee Head Office immediately.

I spoke to Tesco complaints today. They basically said again they couldn't do anything. They did give me an email address for the head office complaints, but said even they wouldn't be able to help directly. At best, they would give some Tesco vouchers as an apology or whatever.

And I'm not sure either.

Maybe you should be asking him if he can help you get your PCN cancelled, or does he know who the best person to help might be.

Yes I have just done so, but not holding out much hope. Plus it's annoying having to pay a private PCN
