How to find details of landowner

I received a fine (incorrectly, obviously) from a car park in Newquay whilst on holiday. Should have read the reviews (Tower Road, Newquay) 
I appealed, was rejected, then apparently missed the deadline for a POPLA appeal. 

I'd like to find out how to contact the landowner to get the fine cancelled - is this possible?
I've had so many DRP letters now, my wife is finding it quite stressful, but I'm determined not to pay.

If not, how do I prove harassment? I can't let this carry on for 6 years!

    It is not a fine.
    DRP are powerless debt collectors and can safely be ignored. If there is another bog-roll shortage you will be ahead of the game. Don't worry about the print coming off when you use it because nobody is going to try and read it where it ends up.

    Umkomaas regularly posts a lists of ways of finding a landowner. Credit to him for doing this.

    SOME IDEAS ON DETERMINING WHO OWNS THE LAND 

    1. Google searches
    2. If a retail park, check on any signage which lists the on-site outlets
    3. Ask retailers on the site if there is a managing agent
    4. Ask retailers on the site to whom do they pay rent
    5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)
    6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information 
    7. Contact The Land Registry and for around £3 they should be able to provide definitive detail
    8. If you haven't already done so, give us the name of the car park/site/location, we may have seen other cases there. 


     
    You could do a forum search for other threads about the same location as well.

    It is very difficult to prove harassment. Receiving a load of poor quality bog-paper is not considered untoward.
