And I assume you've now done the second Tesco complaint? Vouchers in your pocket would be good.
Yes I have just done so, but not holding out much hope. Plus it's annoying having to pay a private PCN
    Nonono!  Nobody said pay!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Then what do I do? I don't seem to have a valid reason for POPLA appeal?

What do you mean there isn't an issue with signage, and you don't seem to have a valid reason?
They have lied and said that the entrance signs states that a parking charge is applicable, where?
If this is up to date the signage is not up to BPA COP

The landowner will cancel it but only if you DON'T try POPLA.

I am unable to find out who the landowner is?
Yes you can (we already have found them).

I meant this guy can cancel it:

I'd like to do that, but am unsure how to find out who owns the land.

Maybe Richard Wright can help you.
DO NOT TRY POPLA, WHICH STOPS A LANDOWNER CANCELLATION.

Also escalate that separate complaint to Tesco, as suggested, to get some vouchers to nullify the hassle.

    But DO NOT PAY.

Thank you. I will try emailing him, but I am not sure that he can/will inform me of the land owner.

Has Richard Wright responded to your email yet?

No he hasn't. As far as I know, property agents do not provide the details of land owners.

That is not the landowner. That is the property agent that was selling it.
