I won't be opening this account any time soon because I already have plenty of backups paying a better rate, but if I was in a different position I would open issue 4 and transfer funds from issue 3 there.3 -

in any event, if issue 3 is paying 4.75%, then surely it would make sense to close it now, get the interest accrued so far at the bonus rate and transfer the balance to issue 4 @ 4.85% ? you'll still have 3 withdrawals available for the next 11 weeks and 3 more in the new year.
perhaps one thing to consider with keeping issue 3 open might be if you think there may be loyalty accounts in the near future that would require 12 months continuous membership etc.2 -
