"I booked a car park with just park in Manchester.
With directions I set out and drove to the designated car park.
Parked for the duration and left well before time.
I then got home and a few weeks later I found I had a parking invoice (call it as it is) from SIP Car Parking Limited.
Since I knew I had paid for the parking, I sent a letter based on a template I got from MSE forum.
Saying I would not name the driver and they got it wrong because I paid through just park.
They then responded and said they did not operate with the Just Park App."

My take on it is that the driver paid via Justpark to correctly park on car park 1 in Manchester on or near Collier St, but when they got there they parked in the SIP car park ( car park 2 ) on or near Collier Street ( same postcode. ) by mistake, so SIP noticed and correctly posted a PCN due to non payment
Easily done because there are numerous car parks in Manchester, using various private parking companies, but SIP are based in Manchester and their car parks are plentiful, plus NCP also have a few, others too
So its like paying for an NCP car park but parking in a SIP car park by mistake, thats a simple version
SIP conduct their own cases and they do use the Manchester civil court a lot due to it being local to them ( or Stockport which isn't far away. ) you will notice that they don't add on spurious debt collectors charges either, by looking at the total claimed1 -

I merely gave my take on what happened, I am not saying that you have a defence against the PCN, because to me there isnt one. The vehicle was on that car park and no payment was made to SIP to park on that car park, as far as I know, we dont even know who is in charge of the car park where the vehicle was on !
I am not saying that you dont have a defence of some sort, but although I think that I know what happened, it seems to me that its an honest mistake, but sometimes people should acknowledge their mistakes and take the consequences
The mistake was pre booking car park A , but using car park B , so A was paid for and not used, B was used but not paid for

Yes. When you are at claim form stage v a PPC you defend. Regardless of merit. As you came here with a court claim, we are advising you what to do to respond to it and how to avoid paying in full.
You probably should have paid this PCN and nor ignored them after they pointed out you'd paid for a different car park. Too late now. We are are claim defence stage.
If I were you, I would agree to Mediation when you get your DQ this Summer, and be ready to make an offer to settle for maybe £40 and see where that gets you.
That covers the claim filing fee and their minor automated admin, and the missing parking fee you should have paid to park in THAT car park. They won't accept £40 but it opens the discussion and it will be damage limitation. Make it clear to the Mediator that you will not pay the imaginary £60 'debt damage costs' which the DLUHC Minister called 'extorting money from motorists'.
The point of defending the claim is that - at this stage - you can't offer to settle for less. So defend. Blame the unclear signs a bit more in your facts paragraph.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Although I had explained what had happened at the begining of my post,
If you had come here and explained matters right at the start when the first PCN had arrived then we could have analysed it then and given appropriate advice, but as coupon mad says above, now its damage limitation because I don't see how you could possibly win in court, they have a valid case against you
I agree with coupon mad that trying to get an out of court settlement or settlement at mediation is your best option here, damage limitation, so that you end up paying less than the £195 being claimed
