The NTK has no wording at all with regard to Pofa. Am I to assume then that ECP does not apply to Pofa?

No. A POFA-compliant NTK doesn't have to mention the POFA.

That is not the NtK. That is the response to your appeal. We need to see the original NtK that was sent to you.
It is more likely than not, that it is the same as the supposed PoFA compliant one as shown in the thread mentioned by @Coupon-mad. However, even that one is not compliant with the strict requirements of PoFA as it does not include the requirement of 9(2)(e)(i) as there is no invitation for the keeper to pay the charge.3 -
You stated earlier in the thread that Plan A was underway. Where are you with that? Who have you complained to in that context?Please note, we are not a legal advice forum.
