PCN - euro car parks

    I see from the photo of the ECP sign you posted that Savills are the Managing Agent of the site, and it is they who are likely to have contracted ECP, not the retail park owners.  Savills have previously been very helpful in having PCNs overturned on the sites they manage. 

    Explain to them that as a (regular?) customer of the retail park that you will no longer shop there, nor will your family or friends, none of whom now want to risk a £100 penalty by shopping there in future. If you have receipts (or bank/cc statement) to confirm your patronage that day (or similar proofs of previous patronage) send copies with your complaint. See how that goes.

    Yes, Savills cancel PCNs all the time so it's surprising Plan A hasn't worked so far.

    I have done just that and worded it pretty much as you have said. In order to maximise the possibility of rescindment of the PCN the response is below, whats the best route here?

    Please can you advise what has happened on site?
    Was there a reason for the overstay?

    I would respond telling them the reason for the overstay (assuming you agree it was) was that you were spending your money in their retail outlets but this will be the last time if they do not have this one cancelled and prevent their contractors from penalising genuine customers.

    I paid for any shopping by cash and have no receipts.

    I am told if I provide receipts he can easily get my PCN removed stating that I am a genuine customer.

    Assistance here?

    Who told you that: the deluded retail park managing agents?  Don't tell me, they used the PPC-fed phrase 'car park abuse' and maybe even some crap about fake boy racers?
