Official DLUHC paid research: Have you ever appealed a parking charge notice?

I have been contacted by a Consultancy firm working for the Department for Levelling up Housing & Communities (DLUHC) to share this, to help inform the final work of bringing in Statutory regulation of the parking industry.

Sorry it is short notice; I wasn't given much time and had to check first that it would be OK to post:

• The Department for Levelling up Housing & Communities (DLUHC) is working with Zaizi, an independent consulting company, who are conducting research about people’s experiences of receiving a parking charge notice (PCN) and appealing it.

  We are looking for UK-based participants who have had to appeal a parking charge notice (PCN). Zaizi is working with People for Research, the UK's leading user recruitment agency for market research and usability testing to run some research with the general public and help to improve services for all.

  We are looking to understand the experience of people who received a parking charge notice from a private parking operator. Participants will need to be motorists and either the person who was driving at the time of the parking in dispute, or the registered keeper of the car.

  If you are available and interested in taking part in paid research, please complete the short questionnaire below. If you are suitable, People for Research will be in touch with you in the next few days to confirm your session. The session will involve a video call with a researcher.

  Date of sessions: Monday 20th May to Wednesday 5th June 

  Type of research session: 1-2-1 online discussion

  Incentive: £60 bank transfer/voucher

  We are interested in speaking to anyone who has received a Parking Charge Notice (PCN) from a private parking operator, more specifically this can be anyone: 

  • Who was driving at the time of the parking incident in dispute 
  • The registered keeper of the car who received the PCN but was not present at the time the car was parked
  • Anyone who was successful in their appeal
  • Anyone who was unsuccessful in their appeal
  • Anyone who did not challenge/appeal but felt they had a strong case to appeal against  the PCN
  • Anyone who went through the first stage/challenge but did not proceed to the second stage appeal 

  To ensure we have a diverse group of users to speak to, the team are particularly interested in speaking to people from the following:

  • A mix of genders
  • English as a second language
  • Low digital literacy
  • A range of accessibility needs (e.g. neurodiversity, visual impairments etc), ages, socio economic backgrounds, ethnic backgrounds, locations where people live (in England, Scotland and Wales)

Just a quick note to say that @Coupon-mad checked with the Forum Team before making the above post, and given the significance of this topic for this particular board on the Forum (and the fact it's associated with DLUHC's work on this topic) we've made a one-off exception to our usual rules about posting research opportunities where there's a paid incentive.

I am glad if people pleeease take part in the research if you have tried to appeal, gave up because appealing was too hard or you missed a deadline, or used POPLA or the IAS.

The work to finally regulate this rogue industry is nearly there, trust me.

I doubt they will know the difference between owner & keeper.  Yes please if you did an appeal, which I think you did last year?

I hope lots of regulars and newbies do this tomorrow and get to have a discussion online next week.  It will all help immensely.

Not for these researchers but please do respond to the final Government Consultation anticipated very soon now, as things are moving.

How will they know who is real or not.

If there is the odd PPC shill telling the researchers "all is rosy and the IAS is wonderful" I expect they'll take it with a pinch of salt.  There have been meetings before this and the Zaizi guys & gals know from the Consumer side of the Steering Group what's really happening.  They just need to widen the research responses in order to do their job properly for the DLUHC and get to the next stage.

And will this be final before the code is in action?

I don't know if the appeals service will be.

It's a huge undertaking to get right, and to have it as a proper ADR (CTSI certified, I hope, because I've pushed for that from day one) will mean more cases being referred there than simply 'an appeals service'.  

But I am not worried, as long as we get the Code through at last.  If there is a short gap between the statutory code going 'live' and the single appeals service starting to hear cases then that will just be like we had in 2012.

Sch4 was dated Oct 2012 but POPLA wasn't ready till Spring 2013.  I remember the gap. Wasn't a big deal.  An extra headache for the parking industry maybe but who cares about that? They are long overdue a slapping to halt their greedy MO.
