Definitely 'No' to 'without a hearing'. That's what you'd get at Cardiff by default (no choice), and the absolute reason for wanting a Bristol court - a face-to-face hearing.And read this thread for explaining why you want a f-t-f.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I have been waiting for correspondence regarding my parking fines from the courts. I have submitted the questionnaires.
However, DCB legal has contacted me via telephone leaving a message that I need to speak with them urgently.
Do I ring them back or wait until the courts have contacted me?
I have tried to ring the courts regarding the parking fine today, but they are closed.

What parking "fine"? You don't have any fines. Do not contact DCB Legal. You are in the final stages before they discontinue.
If you sent the Des back to the correct email addresses and you received a confirmation email from the CNBC then all you have to do is wait fore the courts to send you a notification that the case has been transferred to your local court.1 -
