    Do not say anything signed for. If the recipient refuses to sign for it they then have proof they never received it, which is th opposite of what you want.

    Do everything online whenever possible. If email is used, send yourself a copy as well.

  • Thanks all for chiming in. I’m quite anxious that it wasn’t changed and am concerned it might still be me as keeper even though it was sold. 

    I will contact the DVLA and seek some help for how out of control my anxiety seems to be regarding this. 

    I really appreciate all the responses so far.

    I cannot see any option to email it there is only a postal address.

    No, do not do that. Send everything online wherever possible. If using email, then send it to yourself as well.

    If there is no option other than post, then send it from a Post Office counter and obtain a free proof of posting receipt. It is then presumed according to the Interpretation Act that it will have arrived by the second working day if sent first class, or by the fourth working day if sent second class. Remember, email is free.

  • I will keep looking for an email address as I can’t see anything on the website and when I click on their website link to appeal the PCN nothing happens. If someone else finds it before me, please let me know!
