If a store is not giving out receipts, the cannot be asking for them as proof of purchase.0

Tesco's stance, for example, is this, although they don't amplify on exactly how statutory returns will be handled:https://www.tesco.com/help/pages/return-and-refund-faqs/how-to-return-products-without-a-proof-of-purchase/returns-without-a-receipt
Returns without a receipt
Published 28 February, 2024 Updated 28 February, 2024If you are unable to find your receipt and you used your Clubcard with your purchase, we can search for your transaction in your Clubcard account for up to 100 days after your purchase. Then we can offer you a refund without needing your receipt.
If you've changed your mind about your product, can't find your receipt and didn't use your Clubcard with your purchase, we will offer to exchange the product for another product of the same value, based on the current price when scanned. The product must be returned as new.
This doesn't affect your legal rights.

To start with, you have no statutory right to return goods 'for any reason'.
If the goods are faulty you might at some stage need proof of purchase but there is no time limit. But who waits for monthly printed statements in the 21st century? Each of my online banking apps shows proof of purchase within seconds.
If you return goods bought in store because of change of mind you rely on the store's own policy. If the policy says till receipt is necessary for refund then that is what you must have. End of. You have no statutory rights.
I don't know where you shop but I am always offered a receipt (often 2 receipts, store receipt and card receipt) but then I hardly ever pay by cash.
If you pay cash and the cashier doesn't offer you a receipt you should be aware that the reason could be because they have found a way to divert some or all of your payment to their own pocket.1 -
