    Yes it is VCS, It's not a situation I'm au fait with tbh. What would the ongoing situation be if I just ignore? Or is there something else I could/should do?

    Hi my dad received a pcn from Euro Car Parks for Crowne Plaza hotel in terminal 4. I appealed using the template because to me it looks like it is in the airport land boundary but the appeal has been rejected.

    This is the location of the hotel

    And they have replied the following to my appeal:

    Having carefully considered the supporting evidence provided by you, Euro Car Parks (ECP) have
    decided to reject your appeal for the following reasons:
    • The Site is operated by an Automatic Number Plate Recognition (ANPR) system. ANPR
    cameras have captured an image of the vehicle EA72ONW entering and leaving The Site and
    calculated its length of stay.
    • Please be advised Crowne Plaza - Heathrow - T4 is a Pay by App site where a mobile payment
    session for the full and correct vehicle registration mark is required. Signage located throughout
    The Site clearly details the terms and conditions which you must adhere to.
    • Please note after checking the providers mobile payment audit reports, ECP have been unable
    to locate an account for the vehicle registration: XXXXX therefore a mobile payment session
    for this vehicle registration mark has not been purchased at the date and time the terms and
    conditions of the site were breached.
    • Euro Car Parks do not need to provide evidence of who was driving the vehicle, it is the
    registered keeper’s responsibility to inform of the full name and address within 28 days
    beginning with the day after the notice was given. If the full amount remains unpaid, under
    Schedule 4 of the Protection of Freedoms Act 2012 (‘the Act’), Euro Car Parks have the right
    subject of the Act to recover from the keeper of the vehicle at the time it was parked so much
    of that amount which remains unpaid.
    • If you were not the driver on the day in question please provide a UK serviceable address
    with full name of the driver by filling in the form at https://www.eurocarparks.com/change-ofliability
    The parking charge notice has been issued correctly and remains payable.

    Can I appeal to POPLA using the same template or is there something else I should do ?
