Yes I was late updating a change of address. Does that make a difference?

No difference but prioritise the V5C next time because it would have been a cinch to beat if you'd received the PCN.

OK thanks. I'll just ignore as advised.

Thought I would give an update with the outcome.
I complained to APCOA through their website as Coupon-mad suggested, stating I never received the parking charge (My v5c has the correct address on) and thus never had the chance to appeal or pay the original parking charge fee etc.
They responded by acknowledging I never received the parking charge and then offered to settle the parking charge for £5, which I chose to do so.

Interesting.
Please show us that reply.

It unreasonable to try to charge 60 or 100 GBP people who forget topay the drop of charge before midnight the next day when there is no option to pay on exit from the drop-off zone.
The driver of my car forgot to pay. I sent the following message as keeper of the car when I received the parking charge (which is an invitation to the keeper to pay the charge on careful reading of the back page). The charge was cancelled via an email from APCOA a couple of weeks later.
"I have just received your Parking Charge Notice AB12345678 for vehicle AB12ABC. I am the registered keeper of the vehicle, and as such I am not liablefor the charge. You are aware the location is subject to statutory controls and thereforeis not relevant land for the purposes of the Protection of Freedoms Act 2012. Accordingly only the driver is liable for any alleged breach of the parking terms & conditions. I am under no legal obligation to reveal the identity of the driver and I will not be doing so. If you reject this appeal, please provide a unique POPLA verification code so that I may escalate this matter to the independent appeals service. Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, or the provision of a POPLA code, will be considered vexatious and harassment and will be ignored. This includes communication from any debt collection companies that you instruct.

Thank you for contacting Manchester Airport Pick Up and Drop Off complaints department.
Upon review, we can see that parking charge XXXXXX was issued due to non-payment of your visit to the T2 Lower Drop Off on the XXst XXXXXX 2026. This initial letter allowed up to 28 days for an appeal to be submitted, or for payment to be made. As no action was taken toward the charge, this continued to progress and has now been referred to Debt Recovery Plus, which is why you have received correspondence from them. We do acknowledge that you did not receive this.
On this occasion we would be willing to offer the opportunity to settle the parking charge at £5.00, payable within 14 days.
To make payment, please contact our customer service department on 0345 901 3318 option 9. Lines are open Monday to Friday, 09:00–17:00.
Once payment has been received, we will instruct Debt Recovery Plus to close the case and take no further action. If you have already made a payment to Debt Recovery Plus, we will request that a full refund is processed.

"We do acknowledge that you did not receive this."
Odd. Sounds almost like they know no letter went out.
