Hi, I've received parking charge from APCOA for EMA airport quick drop off. Can you help me , as I'm confused which option should I choose to send template from the first page. Is it APPEAL THE CHARGE, or ENTER LIABLE PARTY DETAILS ?Coupon-mad said:

There is no new information in my following post, just a report and timeline of my recent experience at LTN to give an up-to-date data point in case it's any use/interest to anyone..
I dropped off at LTN on the 7-Nov-25 and did pay their charge; But on the 9-Nov-25 I picked up and was subsequently busy and - just as the scheme has been designed - forgot to pay. (It's a company leased car.)
PCN to lease company dated: 19-Nov-25;
Received by lease company: 24-Nov-25;
Lease company transferred to me as asked by me: 25-Nov-25;
"My" PCN dated: 13-Dec-25;
"My" PCN arrived: 18-Dec-25 approx (didn't note this exactly);
I appealed: 09-Jan-26;
Cancellation received: 20-Jan-26.
I appealed using the standard appeal in this thread but with the opening slightly tweaked to Edna Basher:
Parking Charge Notice [LUXXXXXXX]: Vehicle Registration [XXXXXXX]
I refer to the above-detailed Parking Charge Notice issued to me by APCOA. I confirm that as the hirer of this vehicle, I am its keeper for the purpose of the corresponding definition under Schedule 4 of the Protection of Freedoms Act 2012 (“POFA”). No driver details will be given. Please do not bother with your known fishing expedition in an attempt to get driver details to try and get around the fact there is no keeper liability (and never can be under POFA).
Due to this being airport land you will be well aware there is no keeper liability due to the byelaws in force and the fact this is not relevant land.
As there is no keeper liability then liability cannot flow from the driver to the keeper and thus is an auto win at POPLA. Please therefore cancel the notice or issue a POPLA code where you will auto withdraw.
If you waste your time asking for driver details this will be ignored and you will still lose at POPLA if you don't cancel the PCN.
So let's save my time and yours and cancel this PCN you simply cannot win this (and you know it).
The cancellation was the standard:
We refer to your recent correspondence relating to Parking Charge LUXXXXXXX.
We have carefully reviewed your appeal, taking into consideration all the points you have raised and, on
this occasion, we have decided to cancel this Parking Charge.
As indicated on the signage...<blurb>
As this Parking Charge has been cancelled, there is no further action required by you at this time.
Observations:
(i) Slightly surprised it took them 3 weeks to issue "my" PCN following transfer;
(ii) My impression from some posts in this thread was that my appeal would be handled quicker than 11 days;
(iii) I can see why some might pay the initial offer of £25 (mugs discount from £95). Unfortunately in my case, even if I were to get the lease company to transfer liability to myself and then I paid the £25, the lease company would still charge me £40 - no way I was prepared to pay (in effect) £65!
