If you get a certain amount of people [check with CAB] you are entitled to a space of land [nominal fee] from your council, to use for planting.
If you can get 6 people together to ask the council, they're obliged to provide land for allotments, but only if they're not already providing land. Having a long waiting list is apparently not is (apparently) not a reason to provide more land.
Oh, and within the M25 the 6 person rule doesn't apply.
As for growing potatoes on the windowsill, I wouldn't bother if I were you. They need quite a bit of space. You need a minimum of 12 to 18 inches of compost to grow them in, and that's just the depth. You probably need to allow at least that again in width.
Also, not wanting to put a downer on your enthusiasm, but unless you've got pretty big windowsills I wouldn't worry about growing tomatoes either. With the effort and the space they need, it'd probably be easier to buy some each week.
I'd concentrate on growing herbs to go with the spuds and toms that you buy. Shop bought herbs are pretty expensive compared to homegrown, but it can also be cheaper to buy your spuds and toms from the shop. Especially if you don't need that many.0 -
I grow potatoes in containers and bags and they don't really takes up a lot of room.
Just get a grow bag or small compost bag, stand it upright, chop the top off.
Make a slit pretty close to the bottom shove spud in, make sure compost is covering it and away you go.
When the plant wilts and goes brown, your spuds are ready.
I did this all last year as i only have a small concrete yard and it worked well for me.

the council are obliged to look for land for allotments but that doesn't mean they will provide allotments... There are 30 people at last count on the list for allotments in my area... the council "are looking for suitable land" and have been doing this for a couple of years....0

I will try to beg borrow and steal a corner of someones garden.
The local allotments have a 7 year waiting list, which I think is ridiculous. Theres loads of spare space.
I have a communal "back court" but daren't put anything out, as I put out 3 containers of lovely lavenders, shrubs etc and 1 got stolen and they came back and smashed the other 2.. So I am very much limited to windowsills.
I'll give anything a go. Will return back to the drawing board and see what I can frasily fit on the sil without endangering anyone!Feb GC £41.23/£90

You can grow cut and come again salad inside if you have light and space.
Peppers and chilli grow well inside. However the plants can get quite large and the seeds germinate readily so don't plant too many.
Herbs are easily grown inside. Just buy pots in the supermarket (cheap one like lidl) and re-pot them into large enough pots.I'm not cynical I'm realistic
